John Pappanastos received his Juris Doctor (J.D.) from Jones Law School of
Montgomery, Alabama in 1976 and was admitted to the Alabama State Bar in 1977.
He was admitted to the Florida Bar on September 17, 2004. He
is admitted to practice in the state courts of Florida, the Middle District of
the United State District Court for Florida and before all State and Federal
courts in the State of Alabama, the Fifth and Eleventh U.S. Circuit Courts of
Appeals and the United States Supreme Court.
1973-1979: Mr.
Pappanastos served as administrator of Alabama’s Judicial Retirement Fund and
as the legislative and legal affairs coordinator for the Retirement Systems of
Alabama [the “RSA”]. The RSA is comprised of the Employees’ Retirement
System of Alabama, the Teachers’ Retirement System of Alabama, the Judicial
Retirement Fund and more than 200 participating counties, towns, cities, public
and quasi-public organizations.
In 1977, he was
appointed RSA's General Counsel and a Special Alabama Assistant Attorney
General. As General Counsel, he had overall responsibility for all RSA
litigation, rendering opinions for the Alabama Attorney General interpreting
Alabama’s retirement laws, and for drafting legislation affecting the
retirement system. He worked actively with the Alabama Legislature to insure
passage of Retirement system bills.
1979 -1980: On April
2, 1979, Governor Fob James appointed Mr. Pappanastos Assistant Director of the
Alabama Department of Finance; and on October 4, 1979, the Governor appointed
him State Finance Director, a Cabinet position reporting directly to the
Governor. As State Finance Director, he acted as the administrative head of, and
was responsible to the Governor for: (1) the
State Budget Office and preparation of the executive budgets for education and
general operations of the state; (2) the Division of Purchasing, which conducts
competitive bidding for acquisition of all goods and services by the state; (3)
the Division of Data Systems Management, which coordinates all computer and data
system resources for the State of Alabama; and, (4) the Office of Space
Management, which is responsible for leasing and assigning office space for all
state Departments.
1980-2004: Mr.
Pappanastos founded the law firm of Pappanastos & Samford, P.C. in
Montgomery, Alabama. Mr. Pappanastos now practices under the firm name of THE
PAPPANASTOS LAW FIRM. The
practice emphasizes corporate and business law, purchase and sale of businesses,
commercial litigation, creditor’s rights and commercial
collections, insurance coverage law, real estate, estate planning,
probate and will contests. Mr. Pappanastos has also acted as counsel for
numerous non-profit corporations in Alabama, Florida and other states
participating in HUD’s Section 202 “affordable housing for the elderly”
grant programs.
Mr. Pappanastos is a
member of the Alabama and Florida state Bar Associations, the Montgomery
(Alabama) County Bar Association, and the Bay County (Florida) Bar
Association. He was a charter member
of the Alabama Chapter of the American Inn of Court, holding the designation of
“Master Bencher;” and for more than 20 years he has been a member of the Commercial
Law League of America. He is rated “AV” in Martindale- Hubbell,
for legal ability and ethics. He is also included in such national law lists of
commercial attorneys as “The Columbia law List,” “American Lawyers
Quarterly” (“ALQ”), “The Commercial Bar,” “The General Bar,”
“The National List,” and “The Forwarders’ List.”
He is also a member of The International Association of Commercial
Collectors.
Mr. Pappanastos served
as a member of the Board of Directors of the Montgomery County Bar Association
(“MCBA”) from 1988-1990. In 1989 he served as Vice-President of the MCBA and
in 1990-1991 served as its President.
Mr.
Pappanstos serves on the Board of Directors, and as General Counsel, of Alabama
Real Estate Holdings, Inc. and PCH Hotels and Resorts, Inc., resort and hotel
development and management firms with properties throughout Alabama , with
expansion plans for the southeast and beyond.
Mr.
Pappanastos is an approved attorney for Chicago Title Insurance Company.
Mr. Pappanastos has
been married to the former Virginia (Jennie) Whitman for over 25 years. He is a
member of the Greek Orthodox Church of the Annunciation of Montgomery, Alabama
and has served frequently as President of its Parish Council and Chairman of the
Board of Trustees of the Annunciation Foundation Trust. He is also a member of
the St. George Greek Orthodox Church of Tampa Florida.
Mr. Pappanastos served a six (6) year tour in the United States Air
Force Reserves and received an Honorable Discharge.
